In a small saucepan combine the water and sugar over med-high heat and bring to a boil. Once boiling reduce the heat to a simmer and cook for 8-10 minutes until the sugar is dissolved. Remove from the heat add the mint leaves and allow to cool to room temperature.
Once the simple syrup has cooled remove the mint leaves and combine the syrup, zest, juice of limes and lemons, and the coconut water. Stir well to combine then pour the mixture into popsicle molds, insert wooden sticks, and let freeze for 6-8 hours until solid.
